The essence of the corruption network in Tanzania is nothing rather than "kleptocracy". Kleptocracy or sometimes referred to "as government by theft" has made all public officers from the upper public offices to lower and junior office holders to connect themselves in the 'corruption networks'.
The network encircles the entire government decision making machineries thus making it difficult if not impossible to curb the pervasiveness of corrupt practices in the public sectors. As an example, in the public procurement systems, according to the OECD [2003], corruption in the public procurements for the year 2003 has reached at Tshs, 160bn! This is enormous corruption deal. However, the question to ask here is: where is PCB?
The answer could be very simple. PCB is not in a position to control professional malpractices committed by scrupulous and greedy public officers as in departments, ministries, agencies, and regions involving in the public procurement process. Accounting Officers and Vote Holders, who have eccessive authority and powers, do usually collude with suppliers, contractors, and consultants in public purchases in the quest of awarding contracts and/or inflating tender prices.
There are a number of root causes of kleptocracy in Tanzania, one and the most prevalence cause is the essence of ineffective legal and administrative framework. Though Tanzania has a number of legislations advocating accountability, responsibility, and good governance, the crux is "who shall bell the cat syndrome". Corrupt officers are known, however, no one is eager to take initiatives to bark on them or even take investigatives moves and hence prosecution. Instead, the law provide room for corrupt officers to rely on the absence of vivid evidence to nab corrupt officer(s) red handed.
Therefore, there is an urgent need for the PCB to involve other stakeholders in the fight against corruption. Together with, PCB should be given autonomy and be accountable to the PARLIAMENT instead of being under President's Office. The nature of grand corruption as in lofty public procurement contracts tend to perplex the politicians to use the President's Office in favour of the "political manoevres" of the state to acertain the supremacy of the 'big shorts' and the state party (ruling party syndrome). The collusion of the political cadres with businessmen/women in enabling the former to acquire political seats usually renders the latter to enjoy the favours of "state politics" in return. Most of the businesses of the public are given to political supporters who own loft business companies and contracting firms.
It is observable as Tanzania is moving towards the "2005 General Elections", that the political cadres especially of the ruling party have started to solicit financiers who could help them to finance their campaigns. PCB, wake-up and take your position strategically. otherwise, corrupt political cadres will take the advantage ang win the race hence perpetuating the corruption network and render your tasks very impossible.
